The City of Salem is accepting grant proposals from organizations that want to host historic, cultural, and tourism-related events in Salem. The comment period for the monitoring plan will run concurrently with the Stormwater Management Plan.Īfter the public comment period, the City will submit the SWMP Document to DEQ for their approval before it goes into effect. The City is also updating its monitoring plan. The updated SWMP Document considers new information about emerging pollutants and best management practices and strategies to reduce water pollution. The updated SWMP Document is available for public comment through 5:00 pm on October 19, 2022. Cleaning storm drains, sweeping streets, and building, inventorying, and maintaining stormwater quality facilities are a few of the operational activities the City performs to protect the water quality in local streams and the Willamette River. The City of Salem (City) operates under a Stormwater Management Plan (SWMP) Document to reduce and prevent pollution in daily operations. Additional City programs addressed in the SWMP Document include the Fall Leaf Haul event, the summer stream cleaning program, the Clean Streams education, and outreach program, and the Watershed Protection and Preservation Grant. Though I'm also a bit iffy on strong spirit because I feel most of my deaths are from being tossed in really bad spawns where I have no where to hide and I don't feel like it's as useful in those situations. Particularly with weapon mutations I'm always extremely torn whether or not I should bother. Also I start with a laser pistol on the characters I play so I tend to take laser brain if there's nothing exceptional being offered to me. Wow thank you so much for the detailed post! Rebel's active means she'll always be 4 or 6 under her max HP, and her portal healing depends on her max HP, so Rhino Skin and Stress are better for her than most other characters. Some characters benefit more from some mutations than others. If you're going for distance, Bloodlust is better, but if you're going for the Captain, Second Stomach might be a better choice. If you're offered Bolt Marrow early on with the other mutation choices being somewhat poor (say Extra Legs, Shotgun Shoulders, Open Mind, Euphoria), it might be best to accept that this character is going to be specializing in Bolt weapons. You can try for a specific build, or just let the game inform your choices. Of course, mutation choices depend on what build you're going for and what you're going to do with it. Standing on IDPD portals will make you kill IDPD as soon as they spawn. Even without Scarier Face, a bit of damage will get the snowbots into Gamma Guts range, so you just need to damage them a little before they reach you. If you have Scarier Face, you can even ignore charging snowbots entirely as long as you're moving, they'll simply die when they touch you. With Gamma Guts, a lot of enemies will just die on contact with you without dealing their own contact damage. Perhaps the most undervalued mutation is Gamma Guts, for its defensive properties. Shotgun Shoulders is the exception since it's on the weak side, but it's still fun to see what it'll do to a Super Flak Cannon used in an enclosed space. In explosive weapons' case, it makes you not die from your own attacks. Specialized mutations (most notably Bolt Marrow, Long Arms and Laser Brain) work about as you'd expect they make their relevant weapon type far, far, far better. If you need it, Second Stomach is much better for bosses and synergizes with Rabbit Paw Plutonium Hunger also synergizes with Rabbit Paw. Stuff like Rhino Skin and Rabbit Paw are nearly always good too.īloodlust is good, especially on loop, and usually all you need for healing. I personally consider it to be at least as good as Strong Spirit. Scarier Face is always great, it helps you eliminate threats before they can attack you and you spend less ammo per kill. Strong Spirit is indeed widely considered the best mutation. If you take Anomaly with Horror you can often clear a level with one shot. Combined with Crown of Blood, it can cause a single kill to set off a huge chain reaction. You can fire a shot into a crowd and turn to fire another shot in the other direction almost immediately.Īnother mutation I find quite useful in the loop is Impact Wrists. It makes powerful guns like Super Plasma Cannon much more user-friendly. Trigger Fingers would rank 4th on my list that I cut off at 3. Stress lets you go crazy with DPS or use a Shovel to plow through enemy projectiles with ease. Super Crossbow can shred through a lot of small enemies at once with Bolt Marrow's homing.
